To build a carpet ball table at a minimum you will need:

a circular saw, a saw guide, a tape measure, a hammer, and a screw driver

A power miter saw makes things easier, but it is only a slight advantage.

The cheapest way to put the table together is with a hammer and nails, but it won't be as strong or last as long as it would if it was built with screws. If you are going to build with screws you can use a screwdriver, but an electric drill is much better. I really like my Makita drill, but there are many good brands.

I make a fair amount of furniture and I really like having a pocket hole jig, I think it really helps to make good joints.
